Description

Carbon markets have emerged as one of the principal mechanisms for mobilizing climate finance and accelerating the global transition to low-carbon development. The adoption of Article 6 of the Paris Agreement has created new opportunities for countries, project developers, investors, and policymakers to cooperate in achieving greenhouse gas emission reductions through market-based approaches. However, despite growing interest across Africa, many professionals in engineering, energy, government, and industry have limited understanding of how carbon markets operate in practice. This paper provides a practical tutorial on the fundamental concepts, institutions, and processes that underpin contemporary carbon markets, with particular reference to the opportunities and challenges facing East Africa.
The paper introduces the basic principles of climate change mitigation and explains the evolution of carbon markets from the Kyoto Protocol to the Paris Agreement. It distinguishes between compliance and voluntary carbon markets and provides an accessible explanation of Article 6, including internationally transferred mitigation outcomes (ITMOs), corresponding adjustments, host-country authorization, and the role of Nationally Determined Contributions (NDCs). The paper further discusses carbon accounting, monitoring, reporting and verification (MRV), project validation and verification, carbon credit issuance, registries, and carbon credit transactions.
Using practical examples from renewable energy, electric mobility, clean cooking, forestry, waste management, and industrial energy efficiency, the tutorial demonstrates how carbon credits are generated, quantified, transferred, and utilized while maintaining environmental integrity and avoiding double counting. It also highlights the role of carbon markets in attracting climate finance, improving project bankability, supporting sustainable development, and contributing to national climate commitments.
The paper concludes by identifying emerging opportunities for researchers, engineers, consultants, financial institutions, and policymakers to participate in the rapidly expanding carbon market ecosystem. By presenting complex concepts in a structured and accessible manner, this tutorial aims to build technical capacity and stimulate informed participation in carbon market initiatives across East Africa, thereby supporting the region's transition toward a resilient, low-carbon economy.
